The municipality of Dobrichka is located in northeastern Bulgaria and is part of the administrative district of Dobrich. It is adjacent to the municipalities of Tervel, Krushari, General Toshevo, Balchik, Aksakovo and Valchi dol. The municipality of Dobrichka includes 68 settlements. The administrative center of the municipality is located in the town of Dobrich.

According to official data, the Roma population is 25% of the total population of the municipality. They live in separate hamlets and are concentrated in the villages of Karapelit, Pobeda, Cherna and Stozher. The municipality has an annual budget of BGN 38,000,000. The municipality is actively trying to develop project proposals under the Operational Programmes of the EU.

The ROMACT Process

ROMACT Process started in March 2023 with the signature of the Letter of Agreement. The Taskforce for Roma inclusion was created following Mayor's approval in September 2023 and the Joint Action Plan was validated by the municipal council the 26/04/2024. The ROMACT process was completed in March 2026.

The Municipality benefited from ROMACT expertise to apply for the following projects :
The expertise provided by ROMACT for municipalities involves training and guidance on preparing project proposals and implementing inclusive policies aimed at improving the living conditions and social integration of vulnerable populations, including the Roma.
