Balș is a town in Olt County, Romania. It is formed by component localities Balș, Corbeni, Româna and Teiș. 
There are 7 Roma communities, from which 3 are compact ones - Strada Cuza Voda, Strada Macului and Strada Nicolae Titulescu;  and 4 more semi-integrated in the neighborhoods, in the areas they are located: Strada Popa Sapca, Mainesti neighborhood, Teiș neighborhood, Strada Petre Pandrea.

The communities are faced with a series of problems including waste management, lack of sewage system, low level of education and employment, lack of medical care and precarious living conditions. 

Bals is part of of the Local Action Group Câmpia Romanaților.

The ROMACT Process

ROMACT Process started in April 2023 with the signature of the Letter of Agreement.
