Moinești is a city located in  the North East of Romania, in Bacău County.  
There are approximately 1400 Roma living in Moinesti, mainly in three areas:  Calimani, Martir Horia street and two blocks of social housing E1 and E2.
Most of them live in precarious conditions, particularly those that have no building permit. Social housing buildings are in poor conditions. 
Access to water is ensured in all the areas but sewerage is not available everywhere. 
Most streets are not asphalted. 
A fairly significant proportion of the active population is moving abroad for seasonal work.  
 

The ROMACT Process

ROMACT started in August 2020 with the signature of the Letter of agreement.

The Joint Action Plan for Roma Inclusion was adopted by the Local Council in February 2022.
 

  • The Municipality benefited of ROMACT expertise for the following projects :
    The expertise provided by ROMACT for municipalities involves training and guidance on preparing project proposals and implementing inclusive policies aimed at improving the living conditions and social integration of vulnerable populations, including the Roma.

Strengthening the capacity of 6 schools to manage the pandemic situation generated by COVID-19 - Funded by the European Regional Development Fund (ERDF), Large Infrastructure Operational Programme.

Strengthening the capacity of ATU Moinesti Municipality to manage COVID-19 crisis - Funded by the ERDF.

ROMACT Small Grants Scheme :
 
ROMACT offers small grants scheme to support the efforts of the municipalities and Community Action Groups to respond together to the needs of the most vulnerable and to multiply the good practices across ROMACT municipalities.
 
Under the scheme of small grants, the following project was supported by ROMACT in Moinesti between November 2020 – April 2021:
 
“Growing Together!”- City Hall of Moinesti
 
ROMACT supported the City Hall of Moinesti with 4649 €, reaching 80+ students to improve living conditions for families at risk of social exclusion and to facilitate their access to community services of public interest. The project contributed to the functionality of the kindergarten in the area through the procurement of IT equipment and teaching materials for early childhood education. Counselling and support activities were also carried out for Roma parents and children that are at risk of social marginalization.

Sports unite us! – Municipality of Moinesti
ROMACT supported the municipality with 5000 €, reaching around 21,000 residents in Moinesti. The project covered the installation of an outdoor sports area for the use of all residents. All community members, especially the youth greatly benefit from the sports equipment to maintain an active life style.
